Kauai: Yes, the entire island. Nowhere in the state will you find a bigger assortment of wildlife and great dive spots and if you like privacy, this is the island retreat for you.
Molokini: A tiny island off the west coast of Maui makes for a great diving day but you’ve got to get on a ferry to make your way out there. You can secure a spot for only a couple hundred dollars and most outfits allow you rent equipment for the day, too.
Kona Coast: Off the west coast of the Big Island you’ll find some of the best SCUBA in Hawaii with such a steep drop off the coast. The water is cold so you’ll need a wetsuit but you’d be hard pressed to find better sea life to explore.
